Collaborative Stewardship Forum

The 3 Nations Society and British Columbia Collaborative Stewardship Forum (3NBC CSF) is an initiative by which the Kaska, Tahltan, and Tlingit Nations have agreed with the Province of British Columbia on a goal of shared management of land and resource values by each Nation and BC across the traditional territories of the 3 Nations in the Province of BC.

The purpose of the 3NBC CSF is to develop shared capacity between the 3 Nations and BC to deliver on shared outcomes in environmental stewardship.

3NBC CSF is one of nine similar forums across BC and is currently in the 8th year of operation (fiscal 2025/2026).

2024-25 ACCOMPLISHMENTS

Continuing Guardian Programs (DDC, Kwadacha, Dease River, Tahltan, and TRTFN) that conduct wildlife surveys, community & education engagement, hunting season patrols, water quality monitoring, invasive plant studies, development of signage, etc.

Establishing a climate station at Inklin Camp in the Taku, enabling TRTFN to monitor the environment in this key area of the traditional territory.

Monitoring of ice thickness on Atlin Lake and other nearby waterbodies to provide community members to consult in their ice travel decision-making.

Supporting the transfer of cultural knowledge through a community-based hide tanning and moose harvesting camp. Providing opportunities for the younger generation to learn from their elders.

Completing a stratified random block survey of the Level Mountain area by Tahltan Guardians to acquire quantitative data on the moose population with the purpose of managing and monitoring licenced harvesting in the survey area.

Creating a Guidance Team in Spring 2024, including all parties, to focus on information sharing, co-governance projects, and cultural competency training.

Updating of Dane nan yḗ dāh Network Strategic Plan with short- and long-term goals from 2023-2030 to support monitoring plans created for the Kaska Indigenous Protected and Conserved Area (IPCA).

Conducting joint aerial patrols (3 Nations and BC Conservation Officer Service), including backcountry patrols, to enhance wildlife management and enforcement in the North Skeena.

Advancing a co-designed Moose Stewardship Plan, led by Indigenous Knowledge, community knowledge, and informed by science to provide decision-making plans that will be the implementation tools for each of the 3 Nations and BC around moose stewardship.

WHAT’S NEXT

In 2025 Kwadacha Nation will install signage at key access points in the Nation to inform the public, hunters, and recreation users of the importance of respecting the land, animals, and Kwadacha members being on the land. The signs will include contact information to encourage people to inform them of their uses, and report activities on the land. In addition, the signs will emphasize the importance on leaving the land and water as it was found, not wasting animals, and packing garbage out.

Development of a 5-10 year plan to support the recovery of the Edziza Caribou Herd based on Tahltan Knowledge and community input.

Plans to offer a Snowshoe Making workshop to provide Kaska citizens with cultural knowledge transfer, including how to make babiche from moose.
